On Wednesday April 29, 2009 the Joint Finance Committee consisting of 12 Democrats and 4 Republicans debated and voted on Governor Doyle’s general budget provisions for the Department of Veterans Affairs.

One of the main goals of the Veterans Administration has been to ensure the long term solvency of the Veterans Trust Fund. However, in the governor’s current budget proposal, the Veterans Trust Fund will be in a deficit of $6,264,200 by 2013 (per a Legislative Fiscal Bureau Memo to Representative Phil Montgomery (R-Ashwaubenon) dated April 29, 2009.) PostHeaderIcon Obama Marks 100 Days in Office… By Mocking Concerned Americans!

The longer this administration is in office, the less I am surprised about what they do. Obama is doing a full court press to break the bank and strap Americans with an incredible debt and tax burden. We see this happening every day. It is frightening to see an American president acting this way.

What is equally sickening is the way Obama expresses contempt for those who do not agree with him. He uses the bully pulpit to take shots at talk radio, dismisses legislators who disagree with him on principle, and now… now he is mocking the hundreds of thousands of Americans who turned out to protest runaway government spending. This shows a complete lack of class and is unbecoming an American president.


Today, I figured I’d be focusing on Obama’s primetime love fest. On Wednesday evening, Obama held a press conference to mark his first 100 days in office, and he provided plenty of fodder to write a column. But, that can wait. Although the press conference revealed much about the nature of Obama and his policies (and the nature of the Washington press corps), what is even more revealing (and disturbing) is what happened earlier in the day.


It turns out, Obama just can’t have a press conference to celebrate 100 days of “hey, look at me.” He also has to throw in a townhall meeting in St. Louis where he has complete control over the situation. Rather that use it to simply push his agenda, he also used it to make fun of Fox News and the tea party protesters.



This is absolutely, positively outrageous! Obama is the president of the United States! He is supposed to represent the people… ALL the people. He is not the president of the “United States of Only Those People Who Agree With Me.”


Hundreds of thousands of protesters turned out on tax day not only to protest taxes, but primarily to protest the massive government spending they are seeing. Obama has spent more in his first 100 days than President George W. Bush did in his entire first term.


How does Obama respond? Well, on the actual day of the protests, he ignored them. He didn’t even acknowledge what was going on around him. Now, he has taken that slap in the face and turned it into a punch in the gut! These are Americans whom he is mocking…. concerned American citizens and the president of the United States is spitting in their faces. Words cannot describe how pathetic his actions are. Is this how an American president is supposed to act? NO!!!


Even his shot at Fox News (which many will overlook), sends a message that he only cares about those elitists who agree with him. Fox News is, by far, the most watched cable news channel in the country. Just check out the ratings for yesterday as an example. Fox News not only leads, it dominates. There is only ONE way to lead in television ratings… by having more people watching. So again, by mocking Fox News, Obama is taking a swipe at all those who watch Fox News.


It is absolutely shocking that Obama speaks about bringing people together, but seeks to divide the country based on class or intellect or whatever tool he can use. How dare he!


Oh, and to raise my blood pressure even higher, I then found CNN’s coverage of Obama’s pathetic comments. Just look at the opening paragraph:



President Obama has finally responded personally to the so-called “tea party” movement — a move amongst some conservatives that criticizes the new administration’s policies on taxes, spending, and borrowing during a national economic crisis.


So-called tea party movement? When 750 thousand protesters turn to the streets, doesn’t that count as a real movement? Then… oh yes… the writer (CNN Associate Producer Martina Stewart) describes the protests as “a move amongst some conservatives.” That statement right there shows that CNN has absolutely no concept of the people at the tea party protests. To simply label it as a movement of “some conservatives” is a way to divide. The tea party protests brought together Republicans, Democrats, and Independents. Speakers were booed if they attempted to become too partisan.


We all know where CNN stands, so I guess that is no real shock. But the comments of Obama on Wednesday should be heard by all. Every American should be outraged by this! The tea party protesters are first ignored, then mocked by their own president? What comes next?


Obama should apologize to the American people, and he should do it now! He and his ilk already tried to diminish Joe the Plumber. He has already made fun of Special Olympics participants. Now, he is mocking the average working Americans who poured out to protest the actions of their government. Do you see a pattern?


Never before have I seen an American president actually make fun of people who are concerned about their country. Mr. Obama… America is more than the socialist elite that you hobnob with at the White House. Stop spitting in the face of hard-working Americans. If you let America be America, we can emerge from this recession just fine.

Cochlear Implant Legislation – April 23, 2009

Today on the floor of the State Assembly we considered Assembly Bill 16, which would require some health insurance policies and plans to cover the cost of hearing aids, cochlear implants, and related treatment for children.

I just wanted to provide a brief update to the district to let you know that I supported this legislation on the floor but not without some reservations.  My main concern with the legislation is that it will only cover about 28% of Wisconsin’s children.  You see, the authors of the legislation crafted the bill so that it only applies to individual and group health insurance policies, including defined network plans, Sickness care plans operated by a cooperative association and voluntary nonprofit sickness care plans, Health care plans offered by the state to its employees and health care plans offered by the Group Insurance Board to local governments, including self-insured health plans, Self-insured health plans of a county, city, village, town, or school district, and short term plans.  In 1996 there were roughly 5 million families on welfare in the United States.  Of those families, 35,000 were from Wisconsin.  Over a decade later, these numbers dropped to 2 million families on welfare in the United States with 9,000 of those being Wisconsinites.  

 The drop in welfare numbers can be credited to 1996 welfare reform which converted the 1935 Aid to Families with Dependent Children program to Temporary Assistance for Needy Families.

 In Wisconsin, the Temporary Assistance for Needy Families reform program is called Wisconsin Works or W-2.  This program couples common sense work standards with assistance for families that fall on hard times.  These reforms are an obvious success and should be built upon, not torn apart.  Unfortunately, tearing them apart is what Governor Doyle is doing in his budget.

 To start with, the governor’s budget would give pregnant welfare moms up to 36 weeks of payments with no work requirements placed on them whatsoever.  Twenty-four weeks of that time would be provided for every pregnant welfare recipient after the birth of their child.  Twelve of those weeks would be in the third trimester if a mom has an at-risk pregnancy. 

 Considering 70 percent of welfare recipients are from Milwaukee, you can be sure that many pregnancies will be classified at-risk.  The City Health Department reported Milwaukee was 40th worst among the 50 largest cities regarding infant mortality and one in ten babies in the city are born pre-term with low birth weight.  Additionally, the Wisconsin Council on Children and Families reported that over half of the children born in Milwaukee were to unwed mothers (2005). 

 Statewide, moms in the private sector are allowed 12 weeks maternity leave, granted by the federal Family and Medical Leave Act of 1993.  These 12 weeks do not have to necessarily be paid leave.  Why is it reasonable to our governor that these working mothers pay taxes so welfare moms can be home with their newborns for up to 24 weeks?  

 Governor Doyle also wants more welfare kids on the streets instead of in school.  He is proposing weaker requirements on welfare recipients to send their kids to school.  No longer would child truancy be a reason for reduced welfare benefits.  More kids on the streets will not increase graduation rates or reduce crime.  Instead, it will reduce a child’s ability to be a successful student and perpetuate dependency. 

 Additionally, under the governor’s budget, welfare participants will also have their time limit on any individual W-2 program extended from the current 2 years to 5 years.  He is also loosening penalties for missing work, appointments, and interviews.  These changes provide incentives for welfare participants to continue on welfare instead of re-entering the workforce.  This is counter to the original intent of the Wisconsin Works program and national welfare reform.

 Even under current standards and without the governor’s changes, there are cases of abuse and fraud.  In Milwaukee, just two months ago, four sisters were found to be abusing the Wisconsin Shares program; a W-2 funded child care program.  It is estimated they milked the Department of Children and Families out of $540,000.  Remember, this is $540,000 of taxpayers’ money.  These sisters have 17 kids and used the child care subsidy to make money while babysitting each others’ children. 

 This week, 366 employees from Thomas Products of Sheboygan found out they will be losing their jobs.  Gardner Denver Inc., the parent corporation of Thomas Products chose to move to Monroe, Louisiana.  Louisiana Governor Jindal personally put together a package that encouraged Gardner Denver to move to Louisiana. 

 In comparison, Governor Doyle is recklessly taxing and spending jobs out of this state.  Governor Doyle’s welfare changes in the budget will cost taxpayers an additional $94 million and help push the W-2 and Temporary Assistance for Needy Families’ programs total cost to over $1.2 billion.

 A productive workforce is not created by encouraging dependency and raising children in the street.  A productive workforce is created by rewarding hard work and removing the hurdles placed in front of the individual entrepreneurial spirit that has made our state and this nation great.
